·        These are the ways the skills can be measured. The assessment guidelines underpin the assessment process and set out the industry approach to valid, reliable, flexible and fair assessment. Assessment guidelines include information concerning the assessment system overview, assessor requirements, designing assessment resources, conducting assessments and sources of information on assessment.
Qualifications framework
·        This describes the units of competency and the way they have been packaged according to the AQF. Training packages and how are they developed?

That program is based on a nationally endorsed set of standards, which means if you went to school in NSW, VIC or the NT the curriculum would be the same. This is the same with training packages.

Training packages contain qualifications which have been determined by industry groups to be the most relevant for employment within that industry. For example, the current Tourism, Travel and Hospitality training package (SIT12) contains 32 qualifications, which covers all aspects of these industries, that is, everything from ‘catering operations’ to ‘events’.

So what does that mean exactly?

 

These qualifications are developed by national Industry Skills Councils (ISC) in consultation with industry stakeholders to meet the identified competency requirements of specific industries or sectors.

ISC are national bodies recognised and funded by the Australian Government to develop and maintain training packages specific to the industry area(s) for which they have coverage. For example the ‘Community Services and Health Industry Skills Council’ have developed six training packages since they started, and continue to maintain the following three:

  • CHC08: Community Services Training Package – which contains 75 qualifications
  • HLT07: Health Training Package – which contains 85 qualifications
  • ZBS00: Training package developed for the Australian Red Cross Blood Services – which contains 10 qualifications;

 

What are qualifications?

Once developed, training packages are then endorsed by the National Skills Standards Council (NSSC) to form the main basis for issuance of nationally recognised qualifications and statements of attainment. This means that a qualification gained against a training package is relevant and applicable nationally.

Once a training package has been endorsed it is placed on the Training.gov.au (TGA) website where you can access all training packages free of charge.

On 16 November 2012 new Standards for Training Packages were endorsed by the Standing Council on Tertiary Education, Skills and Employment (SCOTESE), replacing the Training Package Development Handbook (which includes the previous Training Package Development and Endorsement Process). Training packages developed under the Training Package Development Handbook may be submitted for NSSC endorsement consideration up until 31 December 2013.

  • From 1 January 2014, the NSSC will only accept Training Package Cases for Endorsement where the proposed components meet the new Standards for Training Packages.
  • By 31 December 2015, all Training Packages will meet the new Standards for Training Packages.

To do this a Delivery & Assessment Strategy (DAS) needs to be completed. Briefly, a DAS is a document where you record the needs of the business and their individual students. The format of this document will be varied; however, it will invariably try to extract as much information as possible from a client regarding their training needs and the context in which this will be delivered. Establishing the delivery and assessment context is a critical first step in deciding how delivery and assessment will be organised.

The key outcome of these questions will clarify the training needs of your clients. From the information gained you will be able to develop a picture of the type of training package or accredited course that will meet a client’s needs. Before this is done, you need to gather specific information on your client’s business operations such as:

  • the nature of the enterprise
  • the market in which it operates
  • its key business objectives
  • the challenges confronting the enterprise
  • the skills held within the enterprise
  • the approach taken to staff training and development.

Building an understanding of the enterprise not only gives you an opportunity to develop relationships with the key personnel who may be involved in this learning process, it also helps you identify the best place to source the training that will be needed.

Once you have gathered all this information, you will be in a better position to identify if your client requires:

  • a formal qualification (a training package helps with this)
  • an accredited course (which is used when a qualification hasn’t been developed that meets a specific vocational need)
  • a non-accredited course (something which you may want to develop yourself)
  • to complete a unit of competency (as opposed to a whole course or qualification)
  • an internal company centric training (which is not recognised outside the walls of the organisation).
